A newcomer to major negotiations in Washington, Speaker Mike Johnson had planned to unveil his proposal for temporary government funding as early as Thursday, but a bitter fight among Republicans threatens to delay any spending plan.
Lawmakers say the House plans to vote on the plan Tuesday.
However, if Johnson’s plan calls for immediate cuts, it would trigger a standoff with the Democratic Senate, which would refuse to budge.
The new speaker has just a week before the shutdown deadline. The bill that averted the October shutdown expires Nov. 17.
